Route 28 Corridor Improvements
The development of the Route 28 corridor into a limited access facility serves to address the growing importance of Route 28 as a critical transportation link and economic engine in the Northern Virginia region. Connecting I-66 with the Dulles Toll Road/Greenway and Route 7, Route 28 serves many in Fairfax and Loudoun Counties including Dulles International Airport, Smithsonian’s Air & Space Museum, America Online (AOL), Orbital Sciences, Verizon, EDS, Howard Hughes Medical Institute, and numerous other businesses. In September 2002, VDOT, Clark Construction Group, LLC and Shirley Contracting Company, LLC signed the Route 28 Corridor Improvements Comprehensive Agreement which provided a combined commitment of approximately $200 million in improvements to convert six of ten at-grade, signalized intersections to high-capacity grade-separated interchanges. Developed under Virginia’s Public-Private Transportation Act, the project is financed primarily through revenues from the Route 28 Land Owners’ Tax District. In early 2006, members of Edgemoor and Shirley Contracting began working with both the Land Owners’ Tax District and Loudoun and Fairfax Counties to develop a plan that would fund the conversion of the final four at grade intersections into grade separated interchanges. The team came up with a creative plan for financing the additional work that was agreeable to all parties. Due to the efforts of many, the Land Owners’ Tax District, Fairfax and Loudoun Counties and the Virginia Department of Transportation approved the deal in November 2006. Route 28 Corridor Improvements, LLC was then authorized to proceed with the final four interchanges. Completion of the corridor will continue to spur economic development and improve the quality of life for the region.
