The Plenary-Edgemoor Civic Partners (PECP) team is honored to have been shortlisted by the City of Long Beach to bid on their New Long Beach Civic Center project.

The Plenary-Edgemoor Civic Partners (PECP) team is honored to have been shortlisted by the City of Long Beach to bid on their New Long Beach Civic Center project. The PECP team is comprised of Plenary Group, Edgemoor Infrastructure & Real Estate, Clark Construction Group, SOM, and Johnson Controls. Additional team members include HMC Architects, Kelly Sutherlin McLeod Architecture, Syska Hennessy Group, Gustafson Guthrie Nichol, Bennitt Design Group, De La Rosa & Co., O'Melveny & Myers, and P2S Engineering. PECP brings together many of the same key team members responsible for the Governor George Deukmejian Courthouse, the first social performance-based infrastructure (PBI) project in the United States, which was recently completed in Long Beach. PECP is excited by the potential opportunity to partner with the City of Long Beach and its residents to develop a civic center that is reflective of its importance as one of the largest cities in California and as a center of commerce in the heart of Southern California. Additionally, the team looks forward to building upon its success on the Governor George Deukmejian Courthouse in developing a PBI solution that supports the ongoing revitalization of Downtown Long Beach. The successful bidder will be responsible for designing, building, financing, operating, and maintaining a new City Hall and Main Library, as well as the revitalization of Lincoln Park into a destination park. The Project may also provide opportunities for private development and a possible permanent headquarters building for the Port of Long Beach. The City of Long Beach released the Request for Qualifications in April 2013, with responses due in July 2013. The Request for Proposals is expected to be released by spring 2014.
