Proposal To Accelerate Delivery of a New Regional Library in Franconia-Springfield and Maximize Public Benefit of County Land Purchase

BETHESDA, MD – On June 29, 2006, Lee Village at Silver Lake, LLC submitted an unsolicited
proposal to Fairfax County to design, build and finance a new Regional Library and mixed-use
development in the Lee District of Fairfax County. The development, called "Lee Village at
Silver Lake," would be built on vacant land, which the County had purchased for $3.4 million
as the site for the future library. In addition to delivering the new regional library almost a
decade earlier than planned, "Lee Village at Silver Lake" will incorporate attractive and much needed
workforce housing for teachers, firefighters, and nurses, an independent living facility
for active seniors, as well as preserve a large public open space in the form of a vibrant
"Community Green."
According to Claudia Meer, Director with Lee Village at Silver Lake, "This project will enable the
County to realize the maximum benefits of its land purchase eight years sooner than originally
planned, with no impact on County capital funds. Moreover, it will deliver important benefits
to the community in the form of a new library as well as attractive and much needed new
workforce housing." The land will remain County-owned.
The proposal for Lee Village at Silver Lake was prepared and submitted pursuant to Virginia's
Public-Private Education Facilities and Infrastructure Act of 2002 ("PPEA") and the County's
Guidelines, which encourage the private sector to develop and propose creative ideas to
address public needs. On March 17, 2007, the Board of Supervisors unanimously authorized
the public-private team to begin the rezoning and community outreach needed for this
project to progress.
